IPV is committed to delivering humanitarian and development assistance in accordance with the internationally recognized humanitarian principles of Humanity, Neutrality, Impartiality, and Independence. These principles guide our organizational governance, needs assessments, vulnerability criteria, beneficiary selection processes, program implementation, monitoring activities, and partnerships.
We believe that humanitarian action must be driven by the needs, rights, and dignity of affected populations. All IPV personnel, volunteers, consultants, and partners are expected to uphold these principles in their daily work and decision-making.
Human suffering must be addressed wherever it is found. IPV works to protect life, health, well-being, and human dignity, particularly among vulnerable and crisis-affected populations.
The principle of humanity is integrated throughout our programming cycle. Prior to intervention, IPV conducts needs assessments and community consultations to identify priority needs and understand the challenges faced by affected populations. Programs are then designed to address identified needs while promoting dignity, protection, inclusion, and resilience.
To uphold the principle of humanity, IPV:
IPV does not take sides in political, military, ethnic, religious, or ideological disputes. Humanitarian assistance is provided without advancing the interests of any party involved in a conflict or dispute.
To maintain neutrality, IPV:
– Delivers assistance solely on the basis of humanitarian need.
– Ensures that staff and representatives act in a politically neutral manner while performing their duties.
– Maintains professional and impartial engagement with all stakeholders.
– Does not permit political, military, or ideological considerations to influence program decisions.
Ensures that project implementation remains focused on humanitarian objectives and community needs.
– Neutrality is reinforced through staff training, organizational policies, and oversight mechanisms that guide decision-making throughout program implementation.
IPV provides assistance solely according to need, without discrimination based on nationality, ethnicity, religion, gender, disability, political opinion, social status, or any other characteristic.
Impartiality is embedded in our needs assessment and beneficiary targeting processes. Project participants are selected using transparent vulnerability criteria developed through assessments and contextual analysis. Assistance is prioritized according to the severity of needs and vulnerabilities identified.
To uphold impartiality, IPV:
Through these measures, IPV seeks to ensure that resources reach those most in need, regardless of background or affiliation.
IPV maintains autonomy in its humanitarian objectives and operational decision-making. While working with donors, partners, and stakeholders, the organization retains full responsibility for determining how humanitarian assistance is planned and delivered.
To preserve independence, IPV:
IPV recognizes that principled humanitarian action requires meaningful engagement with affected populations.
Communities are consulted throughout the project cycle, including during needs assessments, project design, implementation, monitoring, and evaluation. Feedback from community members helps improve program quality and ensures that assistance remains relevant and responsive.
