أولاً: موضوع المناقصة
FIRST: Subject of the Tender
تعلن منظمة الرؤية الإبداعية (IPV) عن رغبتها بالتعاقد مع محامين مرخّصين أو مكاتب محاماة مرخّصة لتقديم خدمات المساعدة القانونية للمستفيدين ضمن برنامج الحماية الذي تنفّذه المنظمة في منطقتي الصعوة والكشكية بمحافظة دير الزور. تشمل الخدمة تقديم الاستشارة القانونية، وتقييم وإدارة الحالات المحالة من المنظمة، وتمثيل المستفيدين أمام الجهات القضائية والإدارية المختصة، وإنجاز معاملات الوثائق المدنية وقضايا الأحوال الشخصية والإجراءات الإدارية ذات الصلة بالحماية.
Innovative Powerful Vision Organization (IPV) invites licensed lawyers and licensed law offices to submit offers for the provision of legal assistance services to beneficiaries under the Protection programme implemented by IPV in the Al-Sawa’a and Al-Kashkiya areas of Deir Ezzor Governorate. The service covers legal counselling, assessment and management of cases referred by IPV, representation of beneficiaries before the competent judicial and administrative authorities, and the completion of civil documentation, personal status and protection-related administrative procedures.
يبلغ إجمالي عدد الحالات المتوقّعة 200 حالة موزّعة على عشرة أنواع من الخدمات، وفق الجدول الوارد في وثيقة العرض الفني.
The expected caseload is 200 cases distributed over ten service types, as detailed in the schedule of services contained in the Technical Offer document.
ثانياً: شروط الأهلية الإلزامية
SECOND: Mandatory Eligibility Conditions
يُستبعد آلياً أي عرض لا يستوفي الشروط التالية:
Any offer that does not meet the following conditions is automatically excluded:
1. بطاقة مزاولة مهنة المحاماة سارية المفعول باسم المحامي أو المحامين المقترحين.
A valid bar practising card in the name of the proposed lawyer(s).
2. إثبات القيد لدى نقابة المحامين (رقم القيد والفرع).
Proof of registration with the Bar Association (registration number and branch).
3. هوية شخصية سارية لمقدّم العرض أو للمفوّض بالتوقيع.
A valid identity document of the bidder or of the authorized signatory.
4. القدرة المثبتة على العمل والوصول إلى الدوائر الرسمية في منطقتي الصعوة والكشكية وريف دير الزور.
Demonstrated ability to operate and access the official departments serving Al-Sawa’a, Al-Kashkiya and rural Deir Ezzor.
5. تقديم العرض الفني والعرض المالي في ملفّين منفصلين موقّعين ومختومين.
Submission of the technical and financial offers as two separate signed and stamped files.
6. تُثبَت الخبرة بإفادة خطية ضمن وثائق المناقصة؛ ولا تطلب المنظمة أي عقد أو مستند يكشف هوية موكّل.
Experience is evidenced by a written declaration within the tender documents; IPV requests no contract or document revealing the identity of a client
ثالثاً: آلية التقديم
THIRD: Submission Instructions
1. تُرسل العروض حصراً عبر البريد الإلكتروني إلى: [email protected]
Offers are submitted exclusively by e-mail to: [email protected]
2. يجب أن يكون موضوع البريد الإلكتروني حرفياً: «Tender Reference: TEN/000097»؛ وأي بريد لا يحمل هذا الموضوع لا يُنظر فيه.
The e-mail subject line must read exactly: “Tender Reference: TEN/000097”. Any e-mail without it is disregarded.
3. يتضمّن البريد ملفّين منفصلين بصيغة PDF: (أ) العرض الفني — بدون أي ذكر للأسعار، (ب) العرض المالي في ملف مستقل.
The e-mail must contain two separate PDF files: (a) the Technical Offer — containing no price information whatsoever, and (b) the Financial Offer as a standalone file.
4. تُرفق الوثائق الثبوتية كاملة وفق «قائمة تحقّق مقدّم العرض» المرفقة بوثائق المناقصة.
All supporting documents must be attached in accordance with the Bidder’s Checklist annexed to the tender documents.
5. لا تُقبل العروض المسلّمة باليد أو المرسلة إلى أي بريد إلكتروني آخر.
Hand-delivered offers, and offers sent to any other e-mail address, are not accepted.
رابعاً: المواعيد النهائية

تُرفض آلياً أي عروض ترد بعد الموعد المحدّد للإغلاق. مدة صلاحية العرض لا تقل عن 90 يوماً من تاريخ الإغلاق.
Offers received after the closing deadline are automatically rejected. The offer validity period is no less than 90 days from the closing date.

المجموع الكلي: 100% — ولا يُفتح العرض المالي لأي عرض يقلّ مجموعه الفني عن 36 نقطة من أصل 60 نقطة.
Total: 100%. The financial offer is not opened for any bid scoring below 36 out of 60 in the technical evaluation.
سادساً: ملاحظات وشروط عامة
SIXTH: General Notes and Conditions
1. السعر المقدّم لكل حالة شامل وغير قابل للزيادة، ويغطّي أتعاب المحاماة والطوابع والرسوم والوكالات وكافة الأوراق والمراجعات والزيارات للدوائر المعنية.
The price quoted per case is all-inclusive and non-revisable; it covers legal fees, stamps, official charges, powers of attorney, all paperwork, and visits to the relevant departments.
2. يُمنع منعاً باتاً تقاضي أي مبلغ من المستفيد تحت أي مسمّى؛ ومخالفة ذلك تؤدي إلى فسخ العقد فوراً ودون تعويض.
Charging the beneficiary any amount under any designation is strictly prohibited; a breach results in immediate termination of the contract without compensation.
3. يلتزم المتعاقد بسرّية بيانات المستفيدين وبعدم استخدامها أو مشاركتها لأي غرض خارج نطاق العقد.
The contractor is bound to keep beneficiary data confidential and not to use or share it for any purpose outside the scope of the contract.
4. يلتزم المتعاقد بسياسات حماية الطفل، والحماية من الاستغلال والانتهاك الجنسي (PSEA)، ومكافحة الفساد والرشوة، والامتثال لأنظمة العقوبات.
The contractor commits to Child Safeguarding, Protection from Sexual Exploitation and Abuse (PSEA), anti-fraud and anti-bribery policies, and sanctions compliance.
5. لا تُصرف أي دفعات مقدّمة؛ ويتم الدفع بعد إنجاز الحالات وتقديم شهادة إنجاز الخدمة موقّعة حسب الأصول.
No advance payments are made; payment is released after completion of the cases and submission of a duly signed Service Completion Certificate.
6. تُقدَّم الأسعار وتُدفع بالليرة السورية الجديدة حصراً؛ ويُستبعد أي عرض مسعَّر بعملة أخرى أو مربوط بسعر صرف.
Prices are quoted and paid exclusively in the New Syrian Pound; any offer priced in another currency or indexed to an exchange rate is excluded.
7. يُستبعد أي عرض يتضمّن أي إشارة إلى الأسعار داخل ملف العرض الفني.
Any offer disclosing price information inside the Technical Offer file is excluded.
8. تحتفظ منظمة IPV بحقّها في إلغاء المناقصة أو تعديلها أو رفض أي عرض دون إبداء الأسباب، والمشاركة في المناقصة لا تضمن الترسية.
IPV reserves the right to cancel or amend the tender, or to reject any offer, without stating reasons; participation does not guarantee award.
9. لا يجوز تقديم عرض من أي جهة تربطها صلة قرابة أو مصلحة مالية بأي من موظفي المنظمة، ويُصرّح عن ذلك خطياً.
No offer may be submitted by any party having a kinship or financial interest link with any IPV employee; this must be declared in writing.
