دور المنصب

يتولى المسؤول التعليمي للأطفال خارج المدرسة (OoSC) مسؤولية وتنفيذ ومراقبة البرامج التعليمية التي تهدف إلى توفير فرص تعليمية جيدة للأطفال خارج المدرسة في شمال شرق سوريا على الموقع.

يركز هذا الدور على تحديد العوائق التي تحول دون التعليم، وتطوير بيئات تعليمية شاملة ويمكن الوصول إليها، وضمان دمج الأطفال الذين لا يذهبون إلى المدرسة حاليًا في نظام التعليم الرسمي أو برامج التعلم البديلة.

سيعمل مسؤول التعليم في OoSC بشكل وثيق مع مدير المشروع ومشرف التعليم في OoSC وممثلي المدرسة وأولياء الأمور وأصحاب المصلحة الآخرين لتعزيز أهمية التعليم ودعم إعادة إدماج الأطفال خارج المدرسة في نظام التعليم.

المجالات الرئيسية للمسؤولية المنوطة بالمنصب

تنفيذ البرنامج

وضع خطط عمل شاملة لتلبية الاحتياجات التعليمية للأطفال خارج المدرسة، وضمان التوافق مع الأهداف والغايات التنظيمية.

قيادة تطوير وتنفيذ وتقييم البرامج التعليمية للأطفال خارج المدرسة.

إجراء تقييمات للاحتياجات لتحديد العوائق الرئيسية التي تحول دون الالتحاق بالمدارس.

التعاون مع سلطات التعليم المحلية وقادة المجتمع وأصحاب المصلحة الآخرين لتصميم استراتيجيات التعليم الشامل.

توفير الرقابة اليومية على جميع المرافق التعليمية ذات الصلة وأنشطتها، وضمان الجودة والالتزام بأفضل الممارسات.

إنشاء وصيانة نظام للرصد والتقييم لتتبع التقدم المحرز وتأثير برنامج التعليم بالتنسيق مع مسؤول المراقبة والتقييم.

تدريب الموظفين المؤهلين والإشراف عليهم لتنفيذ البرنامج.

تتبع وتحليل البيانات لقياس فعالية البرنامج وتحديد مجالات التحسين.

إعداد تقارير لأصحاب المصلحة حول التقدم المحرز في البرنامج وتأثيره.

التنسيق والشراكة

المشاركة في اجتماعات مجموعات العمل التعليمية واجتماعات التنسيق الأخرى كما هو مطلوب.

بناء والحفاظ على علاقات قوية مع أصحاب المصلحة الرئيسيين، بما في ذلك سلطات التعليم المحلية، وقادة المجتمع.

الدفاع عن حقوق الأطفال خارج المدرسة في الحصول على تعليم جيد على المستويات المحلية والوطنية والدولية.

تعزيز السياسات والممارسات التي تدعم دمج الأطفال خارج المدرسة في نظام التعليم.

المؤهلات والخبرة

1. الخلفية التعليمية ذات الصلة: درجة البكالوريوس أو مؤهل أعلى في التربية أو العلوم الاجتماعية أو المجالات ذات الصلة.
2. الخبرة العملية: خبرة لا تقل عن 3 سنوات في تنفيذ مشاريع التعليم في سياق إنساني.
3. الكفاءة السياقية: خبرة مثبتة في العمل في بيئات معقدة ومتقلبة، مع نتائج موثقة تتعلق بالمبادرات التعليمية.
4. فهم قضايا الحماية: فهم مفاهيمي وعملي قوي لقضايا الحماية في الأوضاع الإنسانية، مع الحساسية للفروق الدقيقة والمخاطر الثقافية.
5. الديناميكيات الخاصة بالجنسين: فهم شامل للديناميكيات الخاصة بالجنسين وقضايا الحماية، خاصة فيما يتعلق بالنزاعات وحالات النزوح.
6. المهارات التحليلية: القدرة على تحليل البيانات وبناء استراتيجيات لمواجهة تحديات التعليم والحماية بشكل فعال.
7. مهارات القيادة والتعامل مع الآخرين: مهارات قيادية قوية وقابلة للتكيف، مع القدرة على إنشاء علاقات عمل إيجابية والحفاظ عليها في بيئات متنوعة.

10. مهارات الاتصال: مهارات اتصال وإعداد تقارير ممتازة، مع سجل حافل في كتابة التقارير الناجحة.
11. التمثيل: القدرة على تمثيل المنظمة في اجتماعات التنسيق رفيعة المستوى مع مختلف أصحاب المصلحة.
12. إتقان إدارة المشروع: فهم قوي لمبادئ وأدوات إدارة المشروع، إلى جانب الكفاءة في مجموعة برامج أوفيس.
13. إجادة اللغة: مطلوب معرفة جيدة باللغتين الإنجليزية تحدثًا وكتابة. إتقان اللغة العربية أمر ضروري، مع معرفة اللغة الكردية أمر مرغوب فيه.
14. القدرة على العمل المستقل: القدرة على العمل بشكل مستقل مع الحد الأدنى من الإشراف، وخاصة في البيئات الديناميكية.

LOCATION: Northeast Syria – Deir ezzor -alkesrah district  CONTRACT LENGTH: 12  Months – Renewable  

ROLE PURPOSE: 

The Out-of-School Children (OoSC) Supervisor Officer is responsible for, implementing, and monitoring education programs aimed at providing quality education opportunities for out-of-school children in Northeast Syria on the site. This role focuses on identifying barriers to education, developing inclusive and accessible learning environments, and ensuring that children who are not currently attending school are integrated into the formal education system or alternative learning programs. The OoSC Education Officer will work closely with the Project Manager, OoSC Education Supervisor, school’s representatives, parents, and other stakeholders to promote the importance of education and to support the reintegration of out-of-school children into the education system.

About IPV:  

IPV is short for Innovative and Powerful Vision (IPV), which originated in Syria in 2016. Beginning as a group of activists, IPV emerged in response to the community’s needs and has been active in Northeast Syria. IPV is a non-profit organization licensed in France, ERBIL, and Northeast Syria (NES). Our work encompasses the Education, Health & Nutrition, Protection, Food Security and Livelihoods, and WASH sectors. We employ integrated approaches to address immediate humanitarian needs and develop the capacity of individuals through our humanitarian programs. 

KEY AREAS OF RESPONSIBILTY: 

• Program Implementation

  1. Develop comprehensive action plans to address the educational needs of out-of-school children, ensuring alignment with organizational goals and objectives.
  2. Lead the development, implementation, and evaluation of educational programs for out-of-school children.
  3. Conduct needs assessments to identify the key barriers preventing school attendance.
  4. Collaborate with local education authorities, community leaders, and other stakeholders to design inclusive education strategies.
  5. Provide day-to-day oversight of all related educational facilities and its activities , ensuring quality and adherence to best practices.
  6. Establish and maintain a monitoring and evaluation system to track the progress and impact of OoSC program in coordination with the MEAL officer.
  7. Train, and supervise qualified staff for program delivery.
  8. Track and analyze data to measure program effectiveness and identify areas for improvement.
  9. Prepare reports for stakeholders on program progress and impact.

  Coordination and Partnership:

  • Participate in education working groups meetings and other coordination meetings as required.
  • Build and maintain strong relationships with key stakeholders, including local education authorities, and community leaders.
  • Advocate for the rights of out-of-school children to access quality education at local, national, and international levels.
  • Promote policies and practices that support the inclusion of out-of-school children in the education system.

QUALIFICATIONS AND EXPERIENCE: 

1. Relevant Educational Background: A bachelor’s degree or higher qualification in Education, Social Sciences, or related fields.
2. Practical Experience: Minimum of 3 years of experience in implementing education projects, in a humanitarian context.
3. Contextual Competence: Demonstrated experience working in complex and volatile environments, with documented results pertaining to educational initiatives.
4. Understanding of Protection Issues: Strong conceptual and practical understanding of protection issues in humanitarian settings, with sensitivity to cultural nuances and risks.
5. Gender-Specific Dynamics: Thorough understanding of gender-specific dynamics and protection issues, particularly related to conflicts and displacement situations.
6. Analytical Skills: Ability to analyze data and build strategies to address education and protection challenges effectively.
7. Leadership and Interpersonal Skills: Strong yet adaptable leadership skills, with the ability to establish and maintain positive working relationships in diverse environments.
8. Team Management: Demonstrated capability in team management and capacity-building initiatives.
9. Time Management and Flexibility: Ability to work under pressure, manage time effectively, and prioritize tasks to meet deadlines.
10. Communication Skills: Excellent communication and reporting skills, with a track record in successful reports writing.
11. Representation: Capacity to represent the organization at high-level coordination meetings with various stakeholders.
12. Project Management Proficiency: Strong understanding of project management principles and tools, coupled with proficiency in MS Office suite.
13. Language Proficiency: Good knowledge in both written and spoken English is required. Proficiency in Arabic is essential, with knowledge of Kurdish being desirable.
14. Independent Work Capability: Ability to work independently with minimal supervision, particularly in dynamic environments.
